The College and the District
College of San Mateo (CSM) is part of the San Mateo County Community College District and is a Hispanic Serving Institution and Asian American Native American Pacific Islander Serving Institution. The college enrolls approximately 15,000 students each academic year. CSM has a diverse student population that is a reflection of the communities that it serves. The Position
The Dean of Language Arts is responsible to the Vice President of Instruction for administration of the division, including the disciplines of Communication Studies, English, English as a Second Language (ESL), Film, Literature, and Modern Languages (American Sign Language, Chinese, Spanish).
Duties and Responsibilities
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. - Provide leadership, management, and development for the instructional programs in the Division
- Address issues that arise within the Division relating to personnel, facilities, equipment, curriculum, team building, and scheduling
- Work closely with faculty to support a strong teaching and learning experience for students and faculty which includes development of curriculum and application of up-to-date methods of instruction, including computer-assisted instruction and distance learning
- Guide and support faculty in their efforts to develop and assess student learning outcomes at course, program, and Division levels
- Coordinate preparation of catalog, schedule, and brochure materials for the Division
- Plan and administer the Division budget
- Direct the tenure review process and evaluation processes for all Division faculty and staff
- Collaborate actively and cooperatively with other administrators to address College-wide concerns
- Write grant proposals, manage Division grants, and prepare required reports
- Serve on designated College and District committees
- Manage the Division Office and other services to assist faculty and students
- Provide articulation/liaison with other College divisions and services, advisory committees, student groups, and appropriate off-campus institutions and groups
- Coordinate preparation of catalog, schedule, and brochure materials for the Division
- Establish and maintain mutually beneficial ties with industry, local high schools, and the local community and support College and District priorities such as Dual Enrollment
- Participate in implementation of staff development programs for Division faculty and staff
- Administer collective bargaining agreements for Division faculty and classified staff
- Serve as key emergency prevention, preparedness, and response personnel as assigned
- Perform other duties as assigned by the Vice President of Instruction
Minimum Qualifications
- Possession of a Master’s degree or above from an accredited institution OR the equivalent
- One year of formal training, internship, or leadership experience reasonably related to the managerial assignment
- Demonstrated cultural competence, sensitivity to, and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds of community college students, faculty and staff
- A well-formed leadership philosophy, demonstrated listening skills, and experience as a successful leader who can meet desired outcomes
- Ability to authentically connect and interact with students, classified professionals, faculty, and administrators to promote a “students first” and equity-focused mindset, especially during a time of remote learning and operations
- Demonstrated experience in budget development and management
- Demonstrated experience in building a culture of continuous improvement in higher education institutions
- Demonstrated experience as a leader in implementing diversity, equity, and social justice actions
- Understands and has experience in shared governance consultation and collaboration among college constituency groups and associated campus committees, such as Accreditation Oversight Committee, Institutional Planning Committee, Curriculum Committee, Enrollment Sustainability and Growth Work Group, and Educational Equity Committee
- Demonstrated fiscal prudence and accountability
Knowledge, Skills and Abilities
- Successful teaching experience in a discipline that is taught in the Language Arts Division and demonstrated appreciation for the other disciplines taught in the Division
- Knowledge of state and federal laws, such as Title IX, Equity in Education Act, Title 5 and Education Code, as well as policies, programs, regulations, and services related to student recruitment, admissions, enrollment, retention, financial aid, matriculation, and records management
- Evidence of ability to provide leadership that inspires institutional change, encourages autonomy, and provides guidance to faculty and staff
- Evidence of involvement, initiative, and leadership in instructional activities
- Ability to develop, organize, and coordinate diverse instructional programs to achieve College and Division goals
- Ability to elicit and coordinate recommendations from Division faculty and staff, and ability to represent effectively the Division and its goals at College and District levels
- Ability to recognize, respond to, and encourage innovative practices
- Ability to facilitate the development and administration of faculty and staff hiring, curriculum, budget, staff development, and performance evaluation
- Ability to manage the Division office and other support services to assist faculty, staff, and students

Physical Requirements
This classification requires sitting for extended periods of time, pushing and pulling, and visual acuity. The ability to type, use phone, stand intermittently, walk, bend and stoop, occasionally lift, carry, push, pull or otherwise move objects of light to moderate weight, work at a computer, including sitting and viewing a monitor for various lengths of time, repetitive use of keyboard, mouse or other control device, dexterity of hands and fingers to operate keyboard, ability to communicate and provide information to others; ability to operate a motor vehicle and drive to off campus locations in order to perform the essential functions.
Benefits
Benefits include paid holidays, vacation and sick leave. The District pays all or a portion of monthly medical plan premiums (depending on the coverage) and pays all of the monthly dental and vision plan premiums for employees and eligible dependents. Additional paid benefits include life insurance, salary continuance insurance, and an Employee Assistance Program. Academic employees participate in the State Teachers’ Retirement System, a defined-benefit retirement plan through the State of California (no contributions to Social Security).
